The ministry of education, as the department of educational administration in State Council, is in charge of the education around the whole country. The main tasks for the ministry of education are overall planning, coordinating and managing the national educational affairs.

Chinese government can be divided into the following several stages:

 

Pre-school education

It means the educational period that accepted by the children between 3 and 5 years old. There are about 111,752 kindergartens around the country different in scale. Generally speaking, the kindergartens are built by non-government, in some large and medium-size cities the pre-school education are fully popularized but in remote areas and countries are still insufficient.

 

Elementary education

Children between 6-11 years old are required to accept the Elementary education. There are about 456903 elementary schools in China; most of them are set up by local governments while the left are non-government groups.

 

Secondary education

The students who accept the secondary education are between 12 and 17 years old. The junior high school, ordinary senior high school, vocational high school and technical secondary school are all belong to the secondary education system. The ordinary school includes junior one and senior one, which cover 3 years separately. After graduating from the junior high school, part of the students comes to senior high school while part of them comes to the vocational high school and technical secondary school. There are 93968 high schools of all kinds in China now and most of them are set up by local governments.

 

Higher education

When student graduate from high school, they may go on have the undergraduate and post graduate education in universities or colleges where carry out the higher education in China. The higher schools have three functions: teaching, researching and doing social work. The number of ordinary higher school totaled 1396; the adult higher school is about 718, and the private adult higher school is about 20. In order to advance the development and reform of higher education, the state put forward the "211 project", which aim to build 100 key higher schools and a set of key courses.

 

Continuation education

The continuation education includes adult technically training, adult non-curricula higher education and literacy education. China has 46, 0000 adult technically training schools and 5, 0000 adult elementary schools.

 

Chinese government and people have made great effort on promoting the development of civil education and got a historic achievement. But because of the vast land, large population and low economic level of China, the task of developing civil education still faces many difficulties.

 

Since the setting up of People's Republic of China in 1949, China has got a rapid development on education. But because the large population in which more than half are farmers, it is hard for Chinese government to popularizing elementary education, so many relevant measures are published. The 9 year compulsory education is free of charge for any Chinese citizen; parents are forced to send their child to go to the elementary school. Meanwhile, in some remote area and countries, people can't even afford theincidental expenses, in view of this situation; government puts forward the "Hope Project", appeal the whole society to donate money in order to helping pool area building schools. On the other hand, Chinese government is committed to build more top level universities and courses in order to adapt to the develop speed of the world on economy, science and other aspects.

 

China is a country with 56 different nationalities, and the population of minority ethnic groups is about 9% of that of whole China. Ethnic education certainly becomes an important pattern of Chinese education. Chinese government consistently paying attention to the situation of ethnic education, many measures have been taken such as setting up ethnical administrative organizations, adopt the bilingual teaching mode and Tuition waiver.  People of ethnic groups are benefit from the preferential policies in national examinations. According to the recent survey, the educational level of these ethnic groups has improved greatly. There are about 18.47million students of ethnic groups around China and more than 300 autonomous counties where the 9-year compulsory education has been popularized.

Since 1978, China adopted the policy of Opening up, the foreign educational exchange has come to a new era. The number of people who go abroad or come to China for study has increased year by year with the frequent science and academic exchange. Through this, China has got so much helpful experiences of other countries and boosted the development and reform of education. What's more, as the increasing of income, more and more parents intend to let their children go abroad, they usually prefer USA, UK, Canada or Australia as the destinations. China is more internationalized by education nowadays.

 

With the coming of 21st century, Chinese governments give education the priority and put forward the strategy of "rejuvenate our country through science and education". They take the tasks of strengthening the quality education, popularizing 9-year compulsory education and eliminating illiteracy as the core content of educational work. Besides the increased investment in education by Governments at all level, the schools of multi-channels and variety in forms that run by non-government are encouraged.
